Project Phases
As often, the "how" is equally, if not more, important than the "what": building a system of such magnitude would have to be phased. Ideally, an excellent phasing would help constantly evaluate and if necessary redesign the project in order to maximize users' and taxpayers' satisfaction from the earliest steps of the project. Can this be achieved?
