Impact on Communities

Building an HSR network in California only rivals with a few projects (like the Interstate Highway System implementation in the 50s) in terms of magnitude. Its impact on communities is massive: it may rejuvenate some communities, but hurt others. It could be a driver to move away from the reign of the suburban, single-family house - but what could possibly replace this model? Some observers also point out this kind of project is too big in the extremely complex American legal system, not mentioning the power of specific lobbies. They say this will result in a locked system - and the impossibility to renew national infrastructures to cope up with international competition. Others – and we are part of them - will emphasize of the importance of a vivid democratic debate, including local oppositions, as a key factor to make sure such a large project is inclusive, finds the right balance between common and special interests, and is optimized to serve as many Californians as possible.
